HM-5789: [UPDATE] Add column rate_change to payment_details

Update: payment stores the exchange rate at the time of creation at Currency tab > Config Each, so if the exchange rate in the system changes later, old payments with currency is VND will retain their old exchange rate and will not be changed according to the new configuration

Example: First time, exchange rate 1 USD = 26,500 VND

The bill 1 is paid  on Sep 01st  with the exchange rate of 1 USD = 26,500 VND → Payment with currency is VND  will save this 26,500 number to itself is 6,85 USD * 26,500 = 181525 VND

The second time, exchange rate 1 USD = 27,500 VND

The bill 2 is paid on Sep 01st with the exchange rate of 1 USD = 27,500 VND → This exchange rate is affected on the bill 2 if paid by VND  and another bills if no next exchange rate is configured, the bill 1 and the other old ones that paid by VND are not affected as well.
