HM-3126: [UPDATE] Notification – Alert when there is FnB or HK service post to room

1. Add notification for all FnB or HK services when being posted to room 

When there are any FnB or HK services are posted to room, user can click bell icon at right upper corner on menu bar 

Popup notification will show the message as below:

1. Type: [FNB], [Housekeeping]
2. Detail: Post FnB service to Room: Room number successfully by User
3. Created at: YYYY-MM-DD HH:MM:SS

And message on Telegram application:

* Users posted these services will not see themselves. 

2. Update only user has permission is Check out will see these notifications

Only user has Check out function > New/ Edit role > Access Control > Config will see these messages from the others.
